A 100% digital state: The strategy for digital transformation of the Republic of Moldova for 2023-2030, approved by the Executive

The Cabinet of Ministers have approved on 6 September 2023 the Digital Transformation Strategy of the Republic of Moldova for 2023-2030. This document sets out the country’s vision for digital development by 2030 and reconfirms the determination to build a modern, citizen-centric society aligned with the European integration agenda.

The main objectives of this strategy focus on promoting the sustainable development of the country:

  1. Develop a digital society
  2. Develop a robust and competitive ICT sector
  3. Create an innovative and resilient digital economy
  4. Establish an efficient, smart and transparent digital state
  5. Create an accessible, secure and inclusive digital environment
  6. Strengthen Moldova's image as a digital nation

"It is important to note that the implementation of this strategy requires joint efforts from all parties involved: government institutions as well as the private sector and civil society. Together, we can make the Republic of Moldova a modern and prosperous digital nation, ready for the challenges of the future," said Mihai Lupașcu, State Secretary at the Ministry of Economic Development and Digitalization.

The draft strategy was developed with the support of the United Nations Development Programme (UNDP).

The Ministry of Economic Development and Digitalization aims to create a fully digital future. Currently, 44% of public services are registered online for entrepreneurs and 34% for citizens, but the ultimate goal is that all public services will be available in a digitalized format.

UNDP supports the Republic of Moldova in its efforts to digitalize public services for citizens and businesses.
