Lebanon reaffirms climate commitments: UNDP and Ministry of Environment launch NDC 3.0 process

Beirut, 26 June 2025 – The United Nations Development Programme (UNDP), in partnership with the Ministry of Environment and with funding from the Green Climate Fund (GCF), launched the inception of Lebanon’s Third Nationally Determined Contribution (NDC 3.0) during a national workshop aimed at enhancing Lebanon’s climate ambition and resilience.

The event was opened by remarks from H.E. Dr. Tamara El Zein, Minister of Environment and Chair of the NDC Committee, and Mrs. Blerta Aliko, UNDP Lebanon Resident Representative, and brought together members of Lebanon’s NDC committee with a wide range of stakeholders from academia, UN agencies, and the private sector.

The NDC 3.0 process aims to update Lebanon’s climate targets for 2035 in line with the Paris Agreement, integrating mitigation, adaptation, governance, and financing strategies to help Lebanon transition to a low-emission, climate-resilient future. It will build on progress made through previous efforts, including the 2021 NDC update, the First Biennial Transparency Report (BTR1), and the National Adaptation Plan (NAP), and align closely with Lebanon’s Long-Term Low Emission Development Strategy (LT-LEDS).

H.E. Dr. Tamara El Zein emphasized the need for coordinated national action, noting: “The NDC is not just a reporting obligation—it is a roadmap that can guide Lebanon’s development through crisis, offering practical solutions to reduce risks, improve governance, and unlock new opportunities.”

Mrs. Blerta Aliko reaffirmed UNDP’s commitment to supporting Lebanon’s climate vision, stating: “Through the NDC 3.0 process, we aim to co-create a realistic and ambitious framework that supports green recovery, strengthens national institutions, and mobilizes both public and private investment for climate action.”

UNDP Regional Technical Advisor Mr. Benjamin Basmaci presented the GCF Readiness portfolio and outlined the new 2024–2027 strategy, focusing on institutional capacity building, private sector engagement, and pipeline development to attract climate finance.

The NDC 3.0 project will support the development of a climate change law, a comprehensive implementation and investment plan, and a pipeline of bankable projects, contributing to Lebanon’s broader environmental and economic recovery.

This milestone represents a renewed commitment by the Ministry of Environment and UNDP to ensure that Lebanon remains engaged in global climate processes while addressing national challenges through inclusive, transparent, and sustainable climate planning.
