On behalf of the United Nations Development Programme, it is my honour to welcome you to this important roundtable “Equanomics: Fiscal Policy for Gender Equality”.

We are here today because achieving gender equality is not only a moral imperative but also a key driver of sustainable development and inclusive economic growth. This roundtable provides a unique platform for policymakers, experts, and stakeholders to exchange ideas, showcase results, and collaboratively refine strategies that align fiscal policy with the principles of justice, transparency, and progress.

Today’s event is particularly meaningful as it aligns with the start of the 16 Days of Activism Against Gender-Based Violence. This global campaign reminds us that advancing gender equality is central to building resilient, inclusive societies where violence and discrimination have no place.

I would like to take this opportunity to commend the Ministry of Economy and Commerce for its steadfast efforts in advancing gender equality through its pursuit of the Gender Equality Seal for Public Institutions. This initiative reflects a strong commitment to gender-responsive practices into policymaking, fostering inclusivity, and creating opportunities for all citizens. 

Similarly, we acknowledge the Ministry’s leadership in managing tax policies with a gender lens, a crucial step in addressing systemic inequalities within the fiscal system. 

Let me extend our gratitude to the Ministry of Finance for its vital support in advancing gender-oriented budgeting, ensuring that public resources are allocated to promote equity and inclusiveness. Additionally, we recognize the State Tax Service for its contributions to these efforts, demonstrating the importance of cross-sector collaboration in building a more equitable and sustainable future. 

Let me extend my heartfelt acknowledgment to the continuous efforts of international organizations and dedicated experts who have been instrumental in advancing gender equality and sustainable development in the Kyrgyz Republic. 

In the Kyrgyz Republic, despite notable advancements, women continue to face barriers to economic participation, underrepresentation in decision-making, and unequal access to resources and opportunities. According to recent data, women comprise over 40% of the workforce yet earn, on average, 30% less than men, often being concentrated in lower-paying sectors. Furthermore, only 21% of businesses are owned by women, reflecting systemic challenges in accessing capital, markets, and leadership opportunities. These disparities are not only unjust but also limit the country’s potential for sustainable and equitable economic growth.

This roundtable aligns with the Kyrgyz Republic’s national priorities, as outlined in the National Strategy for Achieving Gender Equality 2030 and the National Development Strategy 2040. These commitments underscore the importance of promoting gender equality as a foundation for resilience and progress. By addressing gender-based disparities through fiscal reforms, including gender-oriented budgeting and tax policy analysis, we not only meet these national commitments but also contribute to reducing poverty, enhancing economic resilience, and building a more equitable society. This moment provides a unique opportunity to translate these strategies into impactful actions that resonate with both local and global aspirations for equality and development.

UNDP is proud to lead the Equanomics initiative, which seeks to reshape economic systems to eliminate gender disparities and foster equitable opportunities for all. 

Let us make this roundtable a turning point. Let it mark the moment when fiscal policies became instruments of equality, empowerment, and progress.
