The manual provides a description of various manifestations of hate speech
with analysis and examples with an emphasis on the ethical aspects of using
various forms of hate speech in the media space. Recommendations are given for
transforming hate speech into non-violent communication based on the Rabat Plan
of Action, the Camden Principles Article 19, including the recommendations of the
UN Special Rapporteur on the promotion and protection of the right to freedom of
opinion and expression and the UN Strategy and Action Plan for combating hate
