Kyrgyzstan Strengthens Climate and Environmental Resilience under the National Development Programme 2030

On 26 February 2026, the Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic held consultations to discuss the results of the implementation of the UN Sustainable Development Cooperation Framework under Priority Area III: “Climate, Environment, Energy, and Disaster Risk Management.”

The meeting focused on climate resilience, effective natural resource management, and enhancing disaster preparedness.

The event was opened by Asel Raimkulova, Deputy Minister of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic; Antje Grawe, UN Resident Coordinator in the Kyrgyz Republic; Alexandra Solovieva, UNDP Resident Representative in the Kyrgyz Republic; and Oleg Guchgeldiyev, FAO Representative in the Kyrgyz Republic.

Participants reviewed the joint work carried out in 2025 and identified key strategic priorities for 2026–2027. Last year, a large-scale work was conducted to strengthen Kyrgyzstan’s adaptive capacity to climate change and disaster management systems, as well as to enhance cooperation among international organizations, government agencies, and the private sector.

In 2025, Kyrgyzstan continued to strengthen the country’s environmental and climate architecture. Strategic documents in the areas of carbon neutrality and environmental security were advanced, and legislative and institutional frameworks were further improved, including in the fields of biosafety and biodiversity conservation. The capacity of government institutions and regional authorities increased significantly through training, methodological support, and the introduction of planning, monitoring, and climate and disaster risk management tools. At the same time, cooperation among international organizations, government agencies, and the private sector was further reinforced.

Asel Raimkulova, Deputy Minister of Natural Resources, Ecology, and Technical Supervision, emphasized the importance of aligning climate and environmental priorities with the National Development Program through 2030 and strengthening interagency coordination.

In her remarks, UN Resident Coordinator Antje Grawe emphasized that the UN system is increasingly delivering through joint programming and integrated flagship initiatives — bringing agencies together around shared outcomes, linking policy advice to implementation on the ground, and supporting the Government through coordinated, cross-sectoral approaches. She further welcomed the Government’s strong national ownership, highlighting the inclusive development of NDC 3.0, the human-centered National Development Program 2030, and Kyrgyzstan’s continued leadership in advancing the Mountain Agenda.

Alexandra Solovieva, UNDP Resident Representative in the Kyrgyz Republic, emphasized: “Within the framework of the National Development Programme, particularly in advancing climate change adaptation and strengthening climate resilience, the UN system supports the Government in developing and refining climate policy, establishing and strengthening climate finance mechanisms, enhancing disaster risk management systems, and reinforcing the protection and sustainable management of the country’s key ecosystems. Our role is to ensure that international support is fully aligned with national priorities and contributes to building sustainable institutional solutions that deliver long-term impact.”

Oleg Guchgeldiyev, FAO Representative in Kyrgyzstan, noted that the transformation of agri-food systems — which directly affects food security and the livelihoods of the majority of the country’s population — cannot take place without the introduction of climate-resilient mechanisms. Already today, risks such as droughts, pasture degradation, glacier melt, and landslides are having a direct impact on food systems and people’s quality of life.

The parties will continue to strengthen cooperation by maintaining open dialogue and developing partnerships to ensure the successful implementation of all planned initiatives and measures to enhance Kyrgyzstan’s resilience to climate and environmental challenges.
