Kyrgyzstan Presents its National Biodiversity Conservation Programme Until 2040

Bishkek, 18 November 2025 – Today, a National Workshop was held to endorse the Kyrgyz Republic’s State Programme on Biodiversity Conservation through 2040. The workshop brought together government institutions, regional representatives, scientific organizations, international partners, civil society, diplomatic missions, development partners, and local communities — underscoring the scale and inclusivity of the document’s preparation process.

The State Programme on Biodiversity Conservation until 2040 (hereinafter, the State Programme), also known as the National Biodiversity Strategy and Action Plan (NBSAP), is the country’s key strategic framework for biodiversity conservation and sustainable ecosystem management.

The document was developed by the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic with support from the United Nations Development Programme (UNDP) and the Global Environment Facility (GEF). Its development involved extensive consultations with government agencies, the scientific community, civil society, and development partners, ensuring an inclusive, “leave no one behind” approach.

Addressing the participants, Deputy Minister of Natural Resources, Ecology and Technical Supervision Almaz Musaev emphasized:

“A crucial component of NBSAP implementation is the establishment of a transparent and science-based monitoring and reporting system. The monitoring system should become the foundation for decision-making and a tool for overseeing implementation of the State Programme on Biodiversity Conservation until 2040 and its Action Plan through 2030.”

The document is aligned with the Kunming–Montreal Global Biodiversity Framework (GBF), adopted at the 15th Conference of the Parties to the Convention on Biological Diversity. Building on the GBF’s 2050 global vision, the State Programme outlines long-term objectives, strategic priorities, and key directions for biodiversity conservation, integration of environmental considerations into national and sectoral planning, and the sustainable use of natural resources.

In her remarks, UNDP Resident Representative in the Kyrgyz Republic Alexandra Solovieva noted:

“The State Programme will help Kyrgyzstan conserve and use its natural wealth sustainably — from mountain forests and pastures to freshwater ecosystems and rare species. It reflects Kyrgyzstan’s commitment to sustainable development, particularly amid rising climate risks. Today, as COP30 is underway in Belém, Brazil, with nature-based solutions high on the agenda, our workshop is especially timely. Nature-based solutions are essential for Kyrgyzstan to manage its natural capital sustainably, support economic growth, and strengthen climate resilience.”

The National Workshop focused on reviewing the draft State Programme, discussing mechanisms for its implementation, coordination, and financing, and reaffirming national commitments to biodiversity conservation.

Following the discussions, participants endorsed the draft State Programme and recommended it for approval. A resolution containing the key recommendations was also prepared. Based on the consensus achieved, the revised draft will be submitted for further review and subsequent approval by the Cabinet of Ministers of the Kyrgyz Republic.
