Just Energy Transition as a Driver of Human Development in Kyrgyzstan

Bishkek, 18 December 2025 The United Nations Development Programme (UNDP) in the Kyrgyz Republic convened an expert discussion entitled “Just Energy Transition Readiness in the Kyrgyz Republic,” bringing together representatives of government institutions, international organizations, the expert community, civil society, and the United Nations system. 

The event was held as part of UNDP’s comprehensive support to the national climate and energy agenda and focused on discussing the analytical and strategic foundations of a just transition. Central to the discussion were the Just Transition Readiness Assessment (JTRA) and the National Human Development Report (NHDR) “Powering Human Development: Towards a People-Centred Energy Future for All,” as well as their alignment with the Kyrgyz Republic’s Nationally Determined Contribution (NDC 3.0) and the Carbon Neutrality Concept to 2050. 

Opening the event, the Minister of Labour, Social Security and Migration of the Kyrgyz Republic, emphasized that the transition to low-carbon development requires a phased and socially oriented approach that considers the interests of workers, households, and vulnerable population groups, as well as sustained investment in human capital development. 

The thematic sessions presented global approaches to just transition, key findings of the Just Transition Readiness Assessment, and analytical results of the National Human Development Report. 

"In the context of climate change, the energy transition is primarily a matter of economic and community sustainability, energy security, social stability and people's ability to adapt to new climate risks. From this perspective, a just energy transition becomes an integral part of the human development agenda. UNDP has supported the country in developing a comprehensive analytical and strategic basis for a just transition. This work included the preparation of the National Human Development Report, the conduct of a Just Transition Readiness Assessment, and the systematic integration of just transition principles into the NDC3.0 and the Concept of Carbon Neutrality by 2050," said Alexandra Solovieva, Resident Representative of UNDP. 

The Report identifies opportunities for accelerated modernization. Improving building energy efficiency, introducing modern heating systems, and expanding renewable energy–based microgeneration can reduce household energy consumption by two to three times and deliver up to 40 percent energy savings in public buildings, while improving living conditions, public health, and creating new green jobs. 

The Just Transition Readiness Assessment, prepared in 2024, identifies the energy, UNDP reaffirmed its commitment to continue supporting the Government of the Kyrgyz Republic in advancing a just, sustainable, and people-centred energy transition that strengthens human development, regional resilience, and long-term inclusive growth.
