On 14 March 2026, the Founding Congress of the Chamber of Mediators of the Kyrgyz Republic took place in Bishkek.

The event was organized by the Ministry of Justice of the Kyrgyz Republic together with the Republican Community of Mediators in accordance with Article 36 of the Law of the Kyrgyz Republic “On Mediation.” The Congress was held with the support of the European Bank for Reconstruction and Development and the United Nations Development Programme, which are assisting in the development of the mediation institution.
The event brought together mediators from various regions of the Kyrgyz Republic, representatives of professional mediation communities from Türkiye, Kazakhstan, Azerbaijan and Uzbekistan, as well as representatives of government agencies and international organizations.
Preparations for the Founding Congress were carried out by an organizing committee established in accordance with the order of the Ministry of Justice of the Kyrgyz Republic dated 26 December 2025 No. 211.
“UNDP welcomes the efforts of the Kyrgyz Republic to strengthen access to justice, including through the establishment of the Chamber of Mediators—an important step in the development of the country’s modern legal system. Kyrgyzstan’s accession to the Singapore Convention also opens up new opportunities for the development of mediation as an effective and people-centred dispute resolution mechanism. These efforts are directly aligned with national reforms and the National Development Programme of the Kyrgyz Republic until 2030”,
noted Alexandra Solovieva, UNDP Resident Representative.
The development of the mediation institution is part of Kyrgyzstan’s efforts to expand access to justice and introduce alternative dispute resolution mechanisms. UNDP already has practical experience in supporting mediation approaches in Kyrgyzstan. Since 2023, UNDP has been supporting the development of the Danaker network of mediators, aimed at promoting a culture of dialogue, peaceful resolution of disagreements and strengthening social cohesion at the local level.
During the event, participants also discussed the issue of the Kyrgyz Republic’s accession to the United Nations Convention on International Settlement Agreements Resulting from Mediation, also known as the Singapore Convention on Mediation.
“A significant step in the development of mediation was the Kyrgyz Republic’s accession to the United Nations Convention on International Settlement Agreements Resulting from Mediation, better known as the Singapore Convention on Mediation. This opens new opportunities for the development of international and commercial mediation, strengthens investor confidence and facilitates the recognition of mediated settlement agreements at the international level,”
said Kuban Kazakov, Deputy Minister of Justice.
In addition, mediators from Türkiye, Azerbaijan, Kazakhstan and Uzbekistan held a panel discussion on “Contemporary Challenges in the Professional Practice of Mediators.”
As a result of the Founding Congress, the Chamber of Mediators of the Kyrgyz Republic was officially established, its founding documents were approved, and the composition of its governing bodies was determined.
The Founding Congress marked an important milestone in the institutional development of mediation in the Kyrgyz Republic and will contribute to expanding the practice of peaceful dispute resolution, strengthening legal culture and increasing access to alternative mechanisms for resolving conflicts.
