Enhancing Public Services in Batken: UNDP Supports Digital Solutions for Local Communities

Batken, 4 February 2025 - As part of its commitment to supporting the integrated development of Batken oblast, the United Nations Development Programme (UNDP) is working with local authorities to enhance the efficiency and accessibility of public services. Within the broader scope of UNDP’s Batken Integrated Development Program, digital solutions are being leveraged to support inclusive growth, enhance governance, and improve the quality of life for residents in the region. In this effort, UNDP facilitated the handover of tablets and office equipment to municipal bodies, strengthening their capacity to deliver essential services to residents.
The introduction of digital tools aims to optimize service delivery, improve transparency, and foster greater trust between municipal enterprises and the communities they serve. Seven municipal organizations responsible for water supply, waste collection, and public utilities have received equipment tailored to their operational needs, enabling them to implement digital billing systems and streamline service management. Similar digital solutions have already demonstrated success in other regions of Kyrgyzstan, enhancing revenue collection and strengthening accountability.

During the event, representatives from municipal enterprises and local authorities gathered to exchange experiences on digital transformation. Mukhamedali Abdurahmanov, a representative of the municipal enterprise “Leilek Tazalyk,” shared insights from Razzakov’s experience in implementing billing systems, highlighting key benefits, challenges, and lessons learned.
Timur Madyarov, Deputy Plenipotentiary Representative of the President of the Kyrgyz Republic in Batken oblast, emphasized the importance of these advancements: “Strengthening digital capacities in municipal bodies is a crucial step toward improving service quality and ensuring efficiency in public administration. The collaborative efforts under UNDP’s Batken Integrated Development Program create new opportunities for local communities.”

“The use of technology must go beyond efficiency—it should be a tool for inclusive development,” said Alexandra Solovieva, UNDP Resident Representative. “By integrating digital solutions into public services, we help create more responsive, transparent, and citizen-centered governance systems that contribute to long-term development and social cohesion.”
