Strengthening the capacity of judges for extremist and terrorist cases

From May 26 to 28 2021, 45 judges of the Kyrgyz Republic underwent online training on "Consideration of criminal cases related to terrorism and extremism in the Kyrgyz Republic" in Bishkek.

The purpose of the training was to improve judicial practice on criminal cases under 14 articles of the Criminal Code of the Kyrgyz Republic on crimes of terrorist and extremist nature. Forty-five judges of local courts took part in the training.

"Trainings for judges are useful for the correct qualification of acts of persons accused of committing terrorist and extremist crimes, thereby leading to the prevention of errors in judicial practice in this category of cases", said the trainer-judge of the Bishkek City Court Anara Omuralieva.

The participants were familiarized with theoretical information on extremism and terrorism, international norms and national legislation on the topic, and covered statistical data and recommendations on conducting expert examinations. At the end of the training, participants consolidated their knowledge with practical exercises. Bishkek City Court Judge Anara Omuralieva and religious expert Indira Aslanova were lecturers for the training.

The training module was developed on the basis of the study of judicial practice on crimes related to extremist and terrorist activities and was included in the curriculum of the High School of Justice for 2021, which was the basis for including a set of mandatory activities for judges of local courts of the Kyrgyz Republic.

The report on this study was prepared for the Supreme Court of the Kyrgyz Republic and can be used by judges, prosecutors, lawyers, jurists and other stakeholders to raise awareness on judicial practice regarding terrorism and extremism related crimes in the Kyrgyz Republic and is available on the UNDP Kyrgyzstan website in Russian and Kyrgyz languages.

The events are held by the Public Association "Kyrgyz Association of Women Judges" together with the Supreme Court of the Kyrgyz Republic, the Higher School of Justice under the Supreme Court of the Kyrgyz Republic, under the UNDP project “Inclusive governance and justice system to prevent violent extremism" funded by the UN Peacebuilding Fund and "Building resilience to violent extremism in Asia (STRIVE Asia)" funded by the European Union under the EU-UN Joint Partnership.
