Kyrgyzstan Steps Up Climate Ambition: Progress in the Preparation of NDC 3.0

The Kyrgyz Republic is in the final stage of developing its Updated Nationally Determined Contribution, a key document that defines the country’s climate policy priorities under the Paris Agreement. The process is coordinated by the Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic, with technical leadership from UNDP through the global Climate Promise initiative.

Current progress includes:

The final mapping of measures and priorities for NDC 3.0 is nearing completion, incorporating inter-ministerial coordination and expert input.

The first draft of NDC 3.0 is being prepared, with a focus on ambitious, realistic, and coordinated actions in both mitigation and adaptation.

Cross-sectoral consultations have been conducted across 11 priority areas, including energy, industry, agriculture, water resources, healthcare, trade, gender, and other relevant sectors.

An in-depth review of the implementation of NDC 2.0 has been finalized, identifying key results, barriers, and opportunities for scaling up.

Greenhouse gas (GHG) emissions analysis has been finalized, along with an interagency matrix to track progress.

Over 10 sector-specific webinars and dialogues have been held, engaging UN agencies, international stakeholders, and national partners.

A Youth Climate Caravan (May 13–24, 2025) was conducted across all 7 regions of the country, fostering public engagement and raising climate awareness among the younger generation.

The process is conducted in close collaboration with the UN system in Kyrgyzstan, following the One UN Approach. Key international partners include:

🔸UNITAR – Technology Needs Assessment (TNA), synergies, and education;
🔸UNDP HQ/IRH – air quality assessments;
🔸ADB – sustainable urban development and waste management;
🔸EU – circular economy integration;
🔸IRENA – mobilizing private sector engagement in renewable energy;
🔸NDC Partnership – for coordination support throughout the process.

There is also active engagement with national ministries and agencies, including the Ministry of Natural Resources, Ecology and Technical Supervision, the Ministry of Energy, the Ministry of Economy and Commerce, the Ministry of Healthcare, the Ministry of Emergency Situations, among others.

Complementary initiatives supporting the implementation of NDC 3.0:

  • A climate change education program, supported by UNITAR and UNDP, is advancing climate literacy among professionals and the broader public.

  • A Green Climate Fund (GCF)-financed project titled “Enhancing the capacity of national financial institutions to access and manage green and climate finance” is expanding the country’s access to climate investments.

  • Priorities from the National Adaptation Plan (NAP), the National Biodiversity Strategy and Action Plan (NBSAP), and the Land Degradation Neutrality (LDN) targets will be integrated into the NDC 3.0 structure, ensuring a holistic and aligned climate response.

The next steps include the presentation of the first draft of the NDC 3.0, a series of public consultations, and the integration of additional expert inputs. NDC 3.0 will serve as the foundation for Kyrgyzstan’s sustainable climate transformation through 2035.
