AI for People: Turning Possibilities into Progress in Kyrgyzstan

Artificial intelligence is advancing at remarkable speed, opening a new chapter in how societies grow, innovate and solve problems. At the same time, the latest Human Development Report by UNDP reminds us of a simple but powerful idea: the future of AI is not predetermined, it is shaped by people, policies and choices.

The report, “A Matter of Choice: People and Possibilities in the Age of AI,” places human development back at the center of the conversation. Its core message is clear: AI is not just a technological shift; it is an opportunity to expand human capabilities, widen freedoms and reimagine development pathways. Rather than asking what AI will do to us, the more important question is how we choose to use it to improve lives.

This people-centered perspective is particularly important at a time when global development progress is evolving more slowly than expected. AI enters this landscape not as a replacement for human effort, but as a powerful complement. One of the report’s key insights is that the greatest value of AI lies in collaboration, where human creativity, judgment and empathy work alongside machine intelligence. In practice, this means better decisions, more responsive services and new opportunities across sectors.

Across the world, AI is already helping to transform education, healthcare and public services. It can personalize learning for students, support doctors with faster and more accurate diagnostics, and improve access to services for communities that were previously hard to reach. These are not distant possibilities—they are emerging realities that demonstrate how AI can directly contribute to human development outcomes.

The Human Development Report highlights three essential directions to ensure that AI delivers on this promise. First, building an economy where people and AI complement each other, creating new roles, boosting productivity and expanding opportunities rather than narrowing them. Second, guiding innovation with clear intent, so that technological progress is aligned with social goals and human well-being. And third, investing in the capabilities that matter, education, skills, health and digital access, so that people are equipped to thrive in an AI-enabled world.

These messages resonate strongly in the context of Kyrgyzstan. The country has made steady progress in human development, achieving a high human development status and improving outcomes in education, health and living standards. This progress provides a strong foundation to harness AI as a driver of inclusive growth.

For Kyrgyzstan, AI presents an opportunity to accelerate national priorities. Expanding digital public services can bring government closer to citizens, especially in remote areas. AI-powered tools can support teachers and healthcare professionals, helping to bridge resource gaps and improve quality. Investments in digital skills and innovation can open new pathways for young people, positioning them for the jobs of the future.

UNDP in Kyrgyzstan actively supports the Government in advancing digital transformation as a key driver of development. In 2025, UNDP continued to strengthen efficient, people-centered public services, with a particular focus on improving interoperability between information systems in healthcare, social protection and the economy under the national “Digital Kyrgyzstan” programme.

Among the key achievements is support for the digital reform of the disability assessment system, which will transition processes to a fully digital format, reduce the need for in-person visits and accelerate decision-making for more than 50,000 applicants annually. UNDP is also contributing to the modernization of digital health systems, the development of e-commerce and digital skills for small businesses, and supporting youth innovation through the Digital4Climate.KG initiative, where young developers are creating technology-driven solutions for climate action.

These initiatives demonstrate how digital technologies and artificial intelligence can help make government more efficient, transparent and responsive to people’s needs.

At the same time, the report encourages countries to invest in their own capabilities, strengthening local expertise, supporting innovation ecosystems and ensuring that technologies reflect local languages and contexts. This is particularly relevant for Kyrgyzstan, where ongoing efforts to expand digital infrastructure and skills can help ensure that AI solutions are both effective and inclusive.

Importantly, the Human Development Report underscores that AI is a tool to expand human agency, not replace it. People remain the true drivers of progress. When individuals are empowered with the right skills, supported by strong institutions and guided by inclusive policies, AI becomes a catalyst for creativity, productivity and shared prosperity.

The choices made today will define how AI shapes the future. By focusing on people, investing in capabilities and fostering innovation that serves society, countries like Kyrgyzstan can turn AI into a powerful engine for human development.

In the end, the story of AI is not about machines, it is about people, their potential and their ability to shape a future where technology works for everyone.
