How can Japan and the international community work alongside Chad and its people to build a more peaceful and prosperous future?

The Ministry of Foreign Affairs of Japan and the United Nations Development Programme (UNDP) will convene a public dialogue at Rikkyo University on the occasion of the visits to Japan of H.E. Mr. Tahir Hamid Nguilin, Minister of Finance, Budget, Economy, Planning and International Cooperation of the Republic of Chad, and Ms. Aissata De, Acting Regional Director for Africa, UNDP.

Across the Lake Chad Basin, communities are rebuilding livelihoods and sustaining social ties despite insecurity, displacement and climate-related shocks. Taking Chad’s development aspirations and the efforts of its people as its starting point, the event will explore how partnerships can advance lasting peace and shared prosperity. Human security—protecting people’s survival, livelihoods and dignity while empowering them to shape their futures—will guide the discussion.

Minister Tahir is expected to introduce the national development plan, “Chad Connection 2030,” highlighting development and investment priorities and opportunities for cooperation with Japan and other international partners. Ms. De will bring a regional perspective encompassing Chad, Cameroon and the wider Lake Chad Basin, sharing examples of Japan-supported UNDP efforts to support stabilization and restore livelihoods and basic services.

Mr. Tetsuo Kondo, Professor by Special Appointment at Sophia University and former UNDP Representative in Japan and Country Director in Chad, will moderate the discussion and student Q&A. Looking towards TICAD10 and beyond, the event will invite participants to consider how partnerships can support the aspirations of Chad and communities across the region.
