Indonesia Advances Water-Energy-Food (WEF) Nexus Integration with Public Consultation on WEF Nexus Roadmap and Decision Support System (DSS)

JAKARTA, October 10, 2025 –The Ministry of National Development Planning/Bappenas, in collaboration with UNDP Indonesia and the UK Foreign, Commonwealth & Development Office (FCDO), is pleased to announce a Public Consultation for the Water-Energy-Food (WEF) Nexus Roadmap and Decision Support System (DSS). This event conducted on October 7, 2025, in Jakarta, constitutes a milestone in Indonesia’s transition from “nexus thinking to nexus doing”, advancing Indonesia's sustainable development agenda. As a designated "Game Changer" within the Indonesia's National Long-Term Development Plan (RPJPN) 2025-2045 and integrated into the National Medium-Term Development Plan (RPJMN) 2025-2029, the WEF Nexus initiative is fundamental to fostering integrated resource management and addressing the interconnected challenges of water, energy, and food security.
In his opening remarks, Mr. Leonardo A.A. Teguh Sambodo, Deputy for Food, Natural Resources, and Environmental Affairs, stated, “The WEF Nexus framework is fundamental to Indonesia's sustainable development transformation. By developing this comprehensive roadmap and digital decision support system, we are creating an integrated governance mechanism that will optimize resource allocation, enhance policy coherence, and ensure data-driven decision-making across water, energy, and food sectors. This represents our commitment to moving from conceptual frameworks to actionable implementation.”
The Public Consultation featured of both the WEF Nexus Roadmap – a strategic document addressing synergies and trade-offs between water, energy, and food sectors – and the DSS, a digital platform designed to facilitate integrated planning and decision-making. The public consultation aims to gather strategic recommendations and feedback from diverse stakeholders, including government agencies, private sector representatives, NGOs, academics, and development partners. This event facilitated focus group discussions and technical reviews to ensure the final documents reflect comprehensive multi-stakeholder input.

The development of WEF Nexus follows extensive stakeholder engagement activities, including Group Model Building sessions, official WEF Nexus stakeholder meetings, and policy coherence assessments. The final outputs will include WEF Nexus targets, milestones, standard operating procedures, monitoring and evaluation (M&E) frameworks, and policy recommendations supported by key findings, data, and models for replication at national and sub-national levels.
