April 16, 2026

This report examines how Georgia can advance the implementation of Best Available Techniques (BAT) under the Law on Industrial Emissions. It reviews the national policy, regulatory, and institutional framework and analyses financial and economic incentives that can accelerate BAT uptake. The document draws on EU practice and case studies to highlight practical pathways for cleaner and more sustainable industrial development.

The report also offers targeted recommendations to support informed dialogue and effective stakeholder engagement, contributing to improved air quality, public health, and overall environmental performance in Georgia.

The document was prepared with the support of the EU, UNDP, and the United Nations Economic Commission for Europe (UNECE), within the framework of the joint project ‘Air Quality For Better Citizens’ Health’
