UNDP Resident Representative in China, Beate Trankmann, delivered a keynote speech at the workshop titled "Knowledge and Best Practice Sharing Workshop on Monitoring & Evaluation (M&E) and Development Impact Measurement for China’s International Development Cooperation", held in Beijing, China

尊敬的朱小良主任,尊敬的各位领导、各位来宾:下午好!

(Excellencies, Ladies and Gentlemen, good afternoon.)

我谨代表联合国开发计划署驻华代表处,热烈欢迎各位在联合国南南合作日出席这个知识分享研讨会. 

(On behalf of UNDP in China, I would like to warmly welcome you all to this important knowledge-sharing workshop on the occasion of this year’s South-South Cooperation Day.)

We are pleased to be joined today by esteemed senior government officials, experts and development practitioners from various institutions, as well as colleagues from UN agencies. Your presence is a testament to our shared commitment to enhancing the quality and impact of international development cooperation.

Indeed, in this era of complex global challenges—from climate change and continued recovery from the pandemic to growing inequalities—effective international cooperation is not only beneficial, but absolutely essential. With five years to go, only 17 percent of the SDG targets set for 2030 are on track [i]. More than 650 million people globally still live in extreme poverty [ii], and many developing countries continue to spend more on debt servicing than on essential public services.

To make up for the ground lost, address gaps and accelerate progress, ensuring that international cooperation initiatives are effective and impactful has never been more critical.

This is where responsive evaluation systems backed by solid data come in to develop smart and adaptive solutions based on evidence and feedback loops.

As such, M&E is far more than just a technical exercise or a reporting requirement. It is the compass that guides our strategies, ensuring we are on the right path. It is an engine for learning, allowing us to understand what works, what doesn’t, and why. And most importantly, it is the foundation for accountability to the 2030 Agenda for Sustainable Development.

Broadly and transparently sharing the data and lessons learned from these types of engagements can help demonstrate the unique value proposition and contribution of South-South cooperation to global sustainable development.

This workshop is therefore timely and crucial. It provides a valuable opportunity to:

· Share knowledge and best practices in results-based management from China and around the world

· Discuss innovative tools and approaches for driving long-term sustainable development impact

· Strengthen capacities to ensure that every project is designed, from the outset, with a clear and measurable pathway to bring about positive change; and

· Foster partnerships to collectively advance SDG progress

Our objective for today’s discussion is not to prescribe a single model, but to facilitate a rich exchange that can help build a stronger, more coherent, and evidence-based M&E ecosystem for China’s international development cooperation engagements.

With 2025 marking the 70th anniversary of the Bandung Conference, the 80th anniversary of the United Nations, and the 10th anniversary of the Global Development and South-South Cooperation Fund, there is no better time to call for a renewed commitment to the principles and promises of South-South Cooperation.

By working together, countries of the Global South can build on each other’s experience, develop tailor made solutions that work in their specific contexts and forge transformative pathways towards a more just, inclusive and sustainable future for all.
