Assessing Public Awareness of Climate Change in China

To meet the Paris Agreement—and for China to achieve its dual-carbon goals of peaking emissions by 2030 and reaching carbon neutrality by 2060—broad public support and participation are indispensable. With a population exceeding 1.4 billion and vast ecological and socio-economic diversity across its regions, China faces markedly different climate impacts and risks from one area to another. Capturing citizens’ awareness of the climate emergency, sense of urgency, willingness to pay, and preferred solutions helps ensure that policy responses reflect people’s concerns and inspire collective action.
Drawing on UNDP’s 2021 People’s Climate Vote and tailored for a national telephone survey, this report probes Chinese citizens’ views across six domains—energy, economy, transportation, agriculture and food, adaptation, and nature conservation. By mapping areas of strong consensus and identifying where further engagement is needed, it equips policymakers and stakeholders with evidence-based guidance to foster an inclusive, whole-society transition to a low-carbon future.
