UNDP, CICETE, and Ejin Horo Banner Government Sign Statement of Intent to Advance Green Hydrogen Development to Accelerate the SDGs in Ordos

UNDP, CICETE, and the People’s Government of Ejin Horo Banner signed a Statement of Intent (SOI) to drive green hydrogen development in Ordos City, Inner Mongolia.

Ordos, Inner Mongolia, August 27, 2025 — The United Nations Development Programme (UNDP), the China International Center for Economic and Technical Exchanges (CICETE), and the People’s Government of Ejin Horo Banner today signed a Statement of Intent (SOI) to accelerate the development of the green hydrogen energy industry in Ordos City, Inner Mongolia.
 
The collaboration is part of UNDP’s broader support to Ordos as one of China’s 11 National Sustainable Development Goals (SDGs) Demonstration Zones and aligns with its efforts to advance green development and the energy transition. It also aims to provide policy lessons and technological solutions from the demonstration sites that can be shared with other provinces across China.  
 
“UNDP China looks forward to collaborating with the local government, industry players and international partners to explore new innovative green hydrogen energy applications for sustainable energy solutions by co-developing a demonstration pilot and contributing to the achievement of the national Dual Carbon Goals of 2030/ 2060 and accelerating implementation of the SDGs in China,” said Mr. James George, Deputy Resident Representative of UNDP China.  
 
"Ordos regards the development of the hydrogen energy industry as an important measure to build a new energy system and promote industrial transformation. A series of hydrogen energy industry plans and policy measures have been formulated, and efforts will continue to deepen cooperation with research institutions and international organizations," said Ordos City Vice Mayor Wu Jianxun.
 
The SOI outlined key areas of cooperation to be undertaken by the joint project “Green Hydrogen Energy Commercialization to Promote Green Recovery and Inclusive Development Project in Ordos” to be implemented by UNDP, CICETE, and the People’s Government of Ejin Horo Banner together with local stakeholders and key industry players in Ordos.
 
The project will focus on promoting a sustainable hydrogen industry in Ordos City, addressing critical challenges such as infrastructure development and technological gaps, while creating high-skilled job capacities and new livelihood opportunities for women and youth. Key activities include the development of green hydrogen energy solutions aligned with international standards, as well as facilitating technical exchanges, training workshops, and thematic conferences to contribute to sustainable energy solutions in Ordos.   
 
The partnership builds on UNDP and partners’ commitment to advancing the SDGs, including SDG 7 (Affordable and Clean Energy) and SDG 13 (Climate Action). This collaboration serves as a model for green energy development, with the potential to provide valuable lessons for other areas in China. By leveraging local practices and global expertise, the initiative seeks to propel Ordos towards high-quality development and contribute lessons and insights to the global energy transition.  
 
The SOI signing ceremony took place at an event organized by Ejin Horo Banner, Ordos Municipal Government and China Hydrogen Alliance to promote green hydrogen solutions, where Mr. James George delivered opening remarks emphasizing the critical role of accelerating renewable energy solutions in achieving global climate goals and driving sustainable development.
