National Graduation-Based Social Protection (GBSP)
Background
Cambodia’s poor population is predominantly rural, with nearly 80 per cent relying on subsistence farming that is highly vulnerable to climate variability, economic instability, and household-level shocks. Limited productive assets, market access, and skills constrain poor households’ ability to build sustainable livelihoods, leaving them exposed to recurrent poverty and food insecurity. Addressing these structural vulnerabilities requires an integrated approach that goes beyond short-term assistance to enable durable pathways out of poverty.
The project aims to strengthen institutional capacity at both national and sub-national levels to effectively implement Cambodia’s national Graduation-Based Social Protection (GBSP) programme. By combining income security with livelihood development, the initiative supports poor households to transition from subsistence to self-reliance through structured, time-bound support. Over the project period, 45,000 households—equivalent to approximately 225,000 individuals—will directly benefit from the programme’s interventions.
To achieve its objectives, the project delivers an integrated package of support, including cash assistance to stabilize household consumption, transfers for the acquisition of productive assets, tailored skills development and vocational training aligned with local market opportunities, and individualized coaching and mentoring. Together, these measures enable households to strengthen their livelihoods, build resilience to shocks, and sustainably graduate from poverty within a nationally owned and scalable social protection framework.
Key Expected Outputs
The project is expected to deliver three main outputs over a period of five years from 2026-2030:
- Necessary policy frameworks are in place and institutional capacity strengthened for sustained and effective implementation of the national GBSP programme;
- Poor households receive integrated support from the national GBSP programme to enhance their skills and productive capacity, enabling them to move out of poverty and build long-term resilience;
- Robust evaluation of the national GBSP programme and other assessments are completed to inform policy and programme improvements.
Achievements to Date
- Delivered a one-week capacity-building training workshop for national and subnational implementers to support the roll-out of the national GBSP programme in four districts across Kampong Chhnang and Preah Vihear provinces.
- Strengthened institutional capacity through training on the GBSP operational manual, the use of digital tools and the MIS, and refresher sessions on technical livelihood interventions and soft skills.
- Successfully recruited more than 4,000 households against a target of 5,000 households, demonstrating strong programme uptake.
- Completed baseline data collection, enabling programme implementation to commence as scheduled in the second quarter of 2026.
- Recalibrated key programme components to enhance effectiveness, including climate resilience measures, the digital financial literacy module, and innovative livelihood options.
