Cambodia Early Warnings for All (EW4All) Initiative

Project Overview 

Cambodia is highly vulnerable to climate-related hazards, particularly floods, droughts and extreme weather events. The country ranks 58th out of 191 countries in the 2024 INFORM Risk Index and is among the countries most exposed to flooding globally. Climate change is expected to further intensify these risks, disproportionately affecting vulnerable communities whose livelihoods depend on climate-sensitive sectors and who often have limited access to timely, actionable risk information. 

The Cambodia Early Warnings for All (EW4All) Initiative, supported by the Green Climate Fund (GCF) and implemented by UNDP, aims to transform Cambodia’s approach to climate and disaster risk management by strengthening an integrated, end-to-end and people-centred multi-hazard early warning system

The project strengthens national and subnational governance, disaster risk information and observation systems, warning dissemination, and community preparedness. By linking improved risk knowledge with timely communication and early action, the project supports Cambodia’s transition from largely reactive disaster response towards proactive, inclusive and climate-informed risk management

Target provinces: Banteay Meanchey, Kratie, Stung Treng and Ratanakiri 
Direct beneficiaries: 514,098 people, including 254,324 men and 259,774 women 
Indirect beneficiaries: 2,153,028 people, including 1,065,103 men and 1,087,925 women 

By the end of the project, strengthened end-to-end early warning systems are expected to support 85 percent of the population in targeted areas, including women, persons with disabilities and other vulnerable groups, contributing to reduced vulnerability and stronger community resilience to climate-related hazards.
