eCitizen in Rural Communities: Connecting and Solving Problems Remotely

October 14, 2025

Life in smaller communities often means slower problem-solving and a feeling of being forgotten. When you live outside an urban center, you get used to waiting, for a pothole to be fixed, for a waste bin to be installed, or for someone to respond to a simple request. However, today’s digital solutions are changing that dynamic. The eCitizen platform enables residents of even the smallest places to communicate quickly and directly with their local administration, without needing to visit municipal offices or write formal letters.

A fast and efficient voice from the village

In the community of Nova Topola, within the City of Gradiška, the president of the local community council, Siniša Pauković, emphasized how significant the eCitizen platform has become in their daily lives:

“We’ve had several reports. They can be anonymous, or people can introduce themselves. One report was about a sidewalk that was blocked by a building investor. We received a response within 24 hours, and an inspector visited the site three days later. The issue was resolved immediately.”

This example illustrates what eCitizen offers – speed, efficiency, and transparency. Pauković regularly speaks with residents and encourages them to use the app, because when a tool works, it would be a shame not to use it.

A solution at your fingertips, even from a bus

Marija from Glamočani, City of Laktaši, submitted her report while on her way to work:

“I reported the need for a waste bin to be placed at the bus stop near my house. I submitted the report literally while I was on the bus, and I would encourage all citizens to use the app. No matter how small your request may seem, it will definitely be resolved.”

Her example shows how simple eCitizen is to use. It requires no extra time or complicated steps – all you need is a mobile phone and the will to contribute to your community.

Digital support in Ostrožnica

In Bosanska Krupa, specifically in the village of Ostrožnica, Velaga Halilović reported a pothole on a local road. His report was also resolved quickly:

“I received a quick response to my request, and my problem was solved. I would really recommend the app to everyone.”

Neither distance nor community size are obstacles when there is willingness and a digital tool that connects citizens and administration.

A tool for collective change

eCitizen is a way for your voice to be heard, no matter where you live. The platform removes barriers, shortens response times, and ensures that every citizen, regardless of location, has access to the same services and solutions as those in urban areas.

Through this platform, issues no longer get lost in administrative drawers – they go directly to those who can take action. Instead of guessing and waiting, users get a clear channel of communication.

eCitizen erases boundaries

eCitizen is not just another app you download and forget. It becomes an everyday tool for problem-solving and connecting people with institutions. In rural communities, where physical distance is often a barrier, eCitizen erases those boundaries. It enables all residents to report, suggest, and participate – all in real time.

Communities don’t change on their own. People change them. Small changes begin with a simple report, and eCitizen gives you the power to make those changes happen, no matter where you live.

The eCitizen platform was developed within the Municipal Environmental Governance Project (MEG2), jointly funded by the Government of Switzerland, Sweden, and the Government of the Czech Republic, as well as the European Union, and implemented by UNDP in Bosnia and Herzegovina.
