UNDP Youth Engagement Strategy for Bosnia and Herzegovina

UNDP Youth Engagement Strategy for Bosnia and Herzegovina

January 21, 2026

Young people in Bosnia and Herzegovina represent one of the country’s key potentials for future development, yet they simultaneously face serious challenges. High unemployment, limited opportunities for decent employment, low participation in decision-making processes, and a sense of social and political insecurity strongly shape their life choices.

Although young people make up around one fifth of the total population, their perspectives are increasingly marked by considerations of leaving the country. Long-standing trends of emigration, demographic decline, and the insufficient alignment between education and labour market needs further deepen the challenges faced by young women and men.

This publication presents a strategic framework defining UNDP’s approach to working with and for youth, recognizing young women and men as key actors in sustainable development, social cohesion, and peacebuilding in Bosnia and Herzegovina. The Strategy focuses on strengthening youth civic engagement and leadership, their economic empowerment, and their active participation in the green and digital transitions, grounded in the principles of inclusiveness, partnership, and a participatory approach.
