The Climate Promise (CP) supports countries to strengthen their response to climate change by developing more ambitious Nationally Determined Contributions (NDCs). In the Eastern Caribbean, the UNDP Barbados Multi-Country Office (MCO) works with Antigua and Barbuda, the Commonwealth of Dominica, Grenada, and Saint Vincent and the Grenadines to update their NDCs.

Limiting global warming to 1.5°C is critical for Caribbean Small Island Developing States (SIDS). This initiative supports countries in advancing mitigation and adaptation actions that build resilience and support sustainable development.

Our Work

Climate Promise supports the development and implementation of ambitious, inclusive and actionable NDCs aligned with national priorities. This includes strengthening systems, improving planning and unlocking investment for climate action.

Gender equality and inclusion are central to this work, with efforts focused on empowering women across sectors and engaging youth, supported through partnerships such as the Enabling Gender-Responsive Disaster Recovery (EnGenDER) project.

Country Impact

Antigua and Barbuda
The Government of Antigua and Barbuda has prioritised the energy sector as a key focus area under Climate Promise. Planned activities include supporting a just transition of the energy sector and workforce, with particular attention to training and employment opportunities for women. Work also includes national capacity assessments for NDC implementation and the integration of new sectors into NDC targets. Additionally, support will be provided to assess current and future insurance options for farmers and fishers, with a focus on women in these sectors.

Dominica
Dominica is focusing on capacity assessments to strengthen systems required for NDC implementation, as well as analysing the costs associated with implementation. The review process aims to identify new areas for inclusion in revised NDCs, including relevant policies, strategies and targets that can be aligned with national priorities.

Grenada
Grenada has undertaken extensive stakeholder consultations to inform its NDC review process and is in the final stages of revision, with submission anticipated shortly. Climate Promise support will continue with the development of a financial roadmap outlining the cost of NDC implementation and identifying investment opportunities to attract private sector financing. There is also scope for collaboration with local partners to raise public awareness of the NDC process and promote initiatives such as Mission 1.5.

Saint Vincent and the Grenadines
In addition to reviewing its NDCs, Saint Vincent and the Grenadines is assessing national capacity to determine requirements for implementation. The country is also focused on mobilising private sector investment and reducing greenhouse gas emissions, including through assessments of HFCs, HCFCs and related emissions.

Communication and knowledge products are also being developed to strengthen public awareness of NDCs and their review processes, with a focus on each country’s priority actions.
