St. Kitts and Nevis Justice Sector Improving Planning, Monitoring and Evaluation with UNDP Support

Basseterre, St. Kitts and Nevis — To strengthen accountability, improve service delivery, and ensure that justice reforms achieve meaningful results, 25 professionals from St. Kitts and Nevis’s justice sector completed an intensive Planning, Monitoring, and Evaluation (PM&E) training delivered by the United Nations Development Programme (UNDP) from 23 - 27 June 2025. By building practical PM&E skills, the workshop directly supports justice sector institutions in planning more effectively, tracking progress, and managing risks to deliver for the people of the Federation.
Organized and facilitated by UNDP, the workshop convened participants from the Office of the Director of Public Prosecutions, the Judiciary, and the Attorney General’s Office. The programme focused on equipping institutions with the capacity to plan for outcomes, monitor and evaluate progress, and embed a culture of evidence-based decision-making across the justice sector.
Led by Jason LaCorbiniere, Cluster Lead for Poverty, Governance and Monitoring and Evaluation at UNDP, and Sacha Lindo, M&E Associate at UNDP, the training featured in-depth sessions on:
- Results-Based Management fundamentals
- Planning for outcomes in the justice sector
- Developing robust indicators and monitoring frameworks
- Data quality, sourcing, and collection strategies
- Designing and conducting evaluations
- Integrating risk management into programme planning
Attorney General of St. Kitts and Nevis, Hon. Garth Wilkin said, “This training represents a critical investment in how we measure progress, manage risks, and ensure our justice institutions deliver for the people of Saint Kitts and Nevis. As we work to modernize our legal system, effective monitoring will be key to sustaining that change.”
Participants engaged in practical exercises, real-world case studies, and collaborative scenario planning tailored to their institutional contexts. The workshop also provided a valuable forum for strengthening dialogue and promoting greater coordination across the justice sector.
“This training reflects UNDP’s regional commitment to strengthening results-based management across Caribbean justice systems,” said Mr. LaCorbiniere. “By building these critical planning, monitoring, and evaluation skills here in St. Kitts and Nevis, we’re supporting a wider effort to promote more accountable, effective, and citizen-focused justice institutions throughout the region — and ultimately improving access to justice for all.”
