Developed under the Pro PALOP–TL Phase III Programme, with the support of the European Union and UNDP, this publication presents the Pro PALOP–TL Model for Integrating the Gender Approach into the Budget Cycle and demonstrates its application through a gender analysis of Angola's 2024 State Budget Proposal. 

The publication provides a practical methodology for integrating gender equality into planning and budgeting processes, identifying opportunities to strengthen governance, transparency, and equitable public resource allocation, in line with national priorities and international commitments on gender equality.
