On 12 September 2025, the ‘Waste Management Initiative – For Clean Oceans and Against Marine Litter’ was launched, a pilot project that aims to reduce plastic pollution and promote a circular economy in the municipality of Talatona.
The result of a partnership between the United Nations Development Programme (UNDP) in Angola, the Royal Norwegian Embassy, the Talatona Administration and the National Waste Agency (ANR), the initiative is a response to the growing challenge of plastic pollution and solid waste management, factors that have a direct impact on public health, the local economy and the preservation of marine ecosystems.
With the potential to be replicated in other areas of the country, the project in the municipality of Talatona will be a laboratory for integrated solutions, including mapping the sources and routes of plastic waste, implementing multi-container collection systems and creating deposit centres with incentives for the population.

Focused on community action, the initiative also includes the development of recycling workshops aimed at generating green jobs and environmental awareness and training programmes, with an emphasis on the participation of young people and women.

The Norwegian Ambassador to Angola, Bjørnar Dahl Hotvedt, also highlighted his country's commitment to ocean sustainability and international cooperation for sustainable development: "Norway and Angola are both maritime nations, and therefore the seas play a fundamental role in the lives of our countries and peoples. We are connected by the same ocean and must act collaboratively and urgently because threats to marine life are, consequently, threats to human life itself."
The Talatona Administration, in turn, highlighted the importance of the initiative for the municipality, emphasising that "combating marine litter is also an opportunity to generate employment, strengthen environmental citizenship and ensure a healthier future for future generations. This joint action reinforces our commitment to a cleaner, more resilient and inclusive Talatona," said Sandra Batalha, Municipal Administrator.
The launch was attended by representatives of the Government, development partners, United Nations agencies, the private sector, civil society, community organisations and the media.
