Employment and Inclusive Growth

Promoting Inclusive, Diversified and Sustainable Economic Growth

In Angola, UNDP actively supports the country’s economic diversification agenda by catalysing private investment, addressing institutional and policy gaps, and strengthening the capacities of smallholder farmers and micro, small and medium-sized enterprises (MSMEs), both formal and informal.

We work alongside the Government to expand employment and skills development opportunities, with a strong focus on women, youth, persons with disabilities and other marginalised groups. This includes support for access to financial services, digital inclusion, market linkages, and quality technical and vocational education and training.

UNDP applies a holistic and integrated development approach, supporting the inclusive transition from the informal to the formal economy and improving access to basic social services in informal markets. We work to scale up business development services, particularly for youth- and women-led enterprises.

We continue to strengthen strategic partnerships with regional and multilateral financial institutions to boost job creation, raise incomes, and build resilience to climate change. UNDP plays a catalytic role in leveraging innovative solutions and sustainable financing, in coordination with mechanisms such as the Global Fund, GEF, GCF, LDCF, the European Union, the European Investment Bank, and others.

UNDP also maintains and expands collaboration with a diverse range of bilateral and multilateral partners, facilitating the exchange of technical knowledge and best practices. We place strong emphasis on South-South and triangular cooperation, engaging with the OECD, Tax Inspectors Without Borders (TIWB), and Portuguese-speaking countries (PALOP), to help strengthen national capacities and co-create context-specific development solutions.
