Workshop on e-mobility contributing to the green vision of Hue City

Opening Remarks by Mr. Patrick Haverman, UNDP Deputy Resident Representative in Viet Nam

Ladies and gentlemen,
A very good morning and xin chao!

I am very pleased to join Mr. Phan Quy Phuong in welcoming you all today to this workshop on e-mobility.

UNDP highly appreciates our fruitful cooperation with Thua Thien Hue province to accelerate climate change adaptation and low-carbon urban development. We are glad for the opportunity to work with you in many sectors, and this morning, we would especially like to focus in on our collaboration towards realizing the ‘green vision’ of Hue City.

We would also like to congratulate Thua Thien Hue PPC on your leadership in the green transport sector, such as through your commitments to work with us to introduce e-trucks for waste collection, encourage people to buy electric vehicles, and develop modalities for bike/e-bike sharing.

Ladies and gentlemen,
Recently, Viet Nam approved the Action Programme on Green Transformation and Carbon and Methane Reduction of the Transport Sector, with the overall objective of developing a green transport system. Under the Action Programme, the transport sector aims to improve energy efficiency and accelerate the switch to electricity and green energy. By 2050, Viet Nam intends to vigorously implement this shift towards 100% of road vehicles being electric – which will of course contribute towards the goal of net zero greenhouse gas emissions from the transport sector – and provinces will have a pivotal role to play in realizing these ambitious targets.

Thua Thien Hue province is now starting to implement its Green Growth Urban Development Plan to 2030. Thanks to the policies and strategies developed by the provincial government, as well as Hue City’s own strong commitment to becoming a pioneer in green and sustainable development, it has been able to build a solid foundation for green development that also embraces its unique cultural and historical significance. Many green action plans from different sectors, however, will have to contribute towards realizing this vision of Hue becoming a leading sustainable city. Among these, green transportation in particular has a vital role in reducing greenhouse gas emissions and promoting a green lifestyle among its residents and tourists.

Against this backdrop, the objective of the workshop today is to share national strategies and contributions from local authorities; introduce fiscal schemes that will encourage a shift to cleaner modes of transportation; discuss the opportunities and challenges ahead; and recommend solutions and initiatives to support the development of e-mobility and green transport, keeping in mind Hue’s vision of a sustainable future.

This activity is part of the project “Catalysing a Sustainable Shift Towards E-Mobility in Vietnam,” supported by the Government of Japan, which aims to reduce greenhouse gas emissions by enhancing the ecosystem for e-mobility and green transport at the national level and by piloting activities in Hue city.

Distinguished guests,
To promote green transport in Hue City, I would like to highlight some key points for discussion in the workshop:

First: Green transport is full of potential, and promoting it offers promising measures for meeting Hue’s long-term targets for low-carbon urban development. As the province drives its socioeconomic development forward, demand for transport will increase, and along with it potentially also greenhouse gas emissions and other negative environmental impacts. Introducing green transport will help both to alleviate these challenges and to contribute towards achieving Hue’s objectives of green urban development.  

Second: Promoting new transportation technology – such as e-trucks, e-vehicles, e-bikes, and bike-sharing systems – can bring sustainable benefits in many ways. These include improving urban transport connectivity and access to residential areas and tourist destinations, lowering air pollution, and decarbonizing the transport sector. Research and pilot initiatives on solutions for e-mobility will be able to paint a clear picture of these benefits while also increasing social acceptance, defining existing barriers, and gathering lessons learnt for wider replication.

Third: An integrated approach should be considered to ensure achievements are both consistent and maintained in the long term. Hue City may need to develop a master plan, roadmaps, and a network designed to integrate environmentally friendly infrastructure with the transport system, while at the same time creating policies to manage, operate, and encourage the sustainability of greening initiatives. Involving stakeholders and considering the different policy aspects are the main contributing factors in ensuring sustainability, facilitating urban accessibility, and developing solutions for e-mobility.

In conclusion, we would like to extend our great appreciation to Thua Thien Hue PPC, as well as to all of our partners and stakeholders working together towards low-carbon urban development and promoting green lifestyles among the city’s residents and tourists.
