Towards More Effective Legislative Review and Oversight of Budgeting in Vietnam

This material is intended to strengthen legislative review and oversight of budgeting as carried out by the Committee for Financial and Budgetary Affairs (CFBA) and the Ethnic Council (EC) of the National Assembly of Vietnam. The proposal takes a three track approach to achieving this objective. First it proposes that any future amendments to the budget law may take a closer look at the budget formulation timeline to afford greater pre-budget consultation and feedback opportunities between the executive and the legislative branches. Second, it proposes new tools for policy analysis support linked to the legislative calendar along with other knowledge sharing opportunities for the members including standing members of other NA select committees. Third, it proposes an in-depth specialized skills enhancement program for the staff of the departments that support the CFBA and the EC as well as other supporting departments of other specialized committees of the National Assembly. It should also be noted that while we have outlined only a three-year program, there would be a need for retraining every three years and compulsory training for the new staff even after the completion of the current project.
