Strengthening Viet Nam's readiness to address loss and damage

Climate change is causing increasingly severe Loss and Damage in Viet Nam, far exceeding the nation’s current adaptive capacity and directly threatening its sustainable socio-economic development goals. The international context has seen historic progress, most notably the establishment of the Fund for responding to Loss and Damage (FRLD) at COP27. This creates opportunities but also requires that Viet Nam rapidly enhance its readiness to address loss and damage comprehensively and effectively.

This report provides a holistic analysis of the current state of loss and damage in Viet Nam, systematizes assessment methodologies, and reviews the policy and financial landscape. Based on this analysis, it proposes strategic solutions to strengthen national capacity for addressing climate-induced loss and damage, in alignment with international negotiation processes, and to improve domestic institutional capacity and financial approaches.
