State of the Ecosystem for Youth Entrepreneurship in Viet Nam

This study offers the first comprehensive look at Viet Nam’s youth entrepreneurship ecosystem, mapping its strengths, gaps, and opportunities to better understand how young people can help build a fairer, greener, and more sustainable future. Developed under the Youth Co:Lab (project co-led by UNDP and Citi Foundation), the study draws on nationwide data, stakeholder consultations, and in-depth analysis to provide an evidence base for action.

It examines the ecosystem across key domains, including policy and regulatory frameworks, access to finance, human capital, culture, infrastructure, and market access. The findings reveal both the energy and creativity of young entrepreneurs and the challenges they face, ranging from growing innovation networks and supportive academic institutions to persistent barriers such as limited financing channels, uneven access to mentors, and big differences between regions.

The study benchmarks Viet Nam’s progress against regional trends and offers targeted recommendations for government, private sector, academia, and development partners to create an enabling environment where youth-led enterprises can grow.

By highlighting success stories and identifying strategic interventions, the study aims to inspire a new generation of entrepreneurs - better connected, better supported, and ready to take on social, economic, and environmental challenges.
