This report provides complete and comprehensive information about climate change trends in the past and at present, and projected climate change information in the future; analyses the impacts of climate change, including risk factors, vulnerabilities of sectors, branches, regions and different groups in the society; evaluates the results achieved by the country’s efforts; identifies and clarifies shortcomings, thereby proposes objectives, tasks and solutions to enhance resilience and adaptability to adverse impacts induced by climate change, reduce vulnerability and risks, losses and damages; and promotes the integration of climate change adaptation into the national, sectoral, and local development strategies and plans.

Chapter I. Introduction: Presents an overall introduction to Viet Nam’s national context, legal grounds, methodology, process for the development of the NAP, and report layout.

Chapter II. Climate change in Viet Nam: Presents historical and current climate change trends, based on monitoring data and future climate change scenarios; the increase in climate risks; the impacts of climate change on different sectors, regions, and vulnerable groups in Viet Nam; and current and future climate change-induced losses and damages for Viet Nam.

Chapter III. Achievements and gaps in climate change adaptation: Assesses and analyses the achievements in policies, actions, and mobilisation of financial resources for climate change adaptation, as well as gaps in climate change adaptation at the national, sectoral, and provincial levels, covering different aspects including institutions, policies, finance, science, and technology; the integration of climate change adaptation (CCA) into development plans; coordination among ministries and sectors; regional linkages; social engagement; and international cooperation.

Chapter IV. National Adaptation Plan: Presents objectives, tasks, and some specific targets to achieve, along with tasks and priority solutions to adapt to climate change in the period 2021 - 2030 that have been specifically identified for different sectors, fields, and regions based on the analysed achievements, gaps, and vulnerabilities, as well as the coordination mechanisms among ministries, sectors, provinces, and organisations for implementing these solutions; NAP organisation of implementation; NAP monitoring and evaluation; NAP implementation phases; and financial resources for NAP implementation.

Chapter V. Challenges and need for international support: Analyses difficulties and challenges, and assesses the potential economic, social, and environmental impacts of NAP implementation; analyses potential contributions of the NAP to the achievement of the Sustainable Development Goals (SDGs); identifies the need for international assistance in finance and capacity building to improve Viet Nam’s climate change resilience and adaptation capacity.
