ASSESSMENT OF THE TECHNICAL POTENTIAL OF OFFSHORE WIND ENERGY IN VIET NAM

The report “Assessment of Offshore Wind Energy Technical Potential in Vietnam” focuses on providing general information about the current state of offshore wind energy development globally and in Vietnam. It also presents calculations of WPD (theoretical potential) and detailed technical wind energy potential for coastal areas (up to 6 nautical miles) and offshore Vietnam. Additionally, this report includes an atlas of wind and offshore wind energy potential in Vietnam. Furthermore, information on the characteristics of marine meteorological disasters, and oceanographic conditions in the Vietnam East Sea and along Vietnam’s coast are added to the report as well.
The technical potential of wind energy has been identified at a height of 100 meters (above sea level) for Vietnam’s sovereign waters and is classified into shallow water areas (depths below 50 meters) and deep-water areas (50-1000 meters). The theoretical and technical potential of offshore wind energy in Vietnam is based on a 3-km resolution simulated wind dataset over a 30-year period (1991-2020). The study database inherits from the report titled “Assessment of Solar, Wind, and Wave Energy Potential in Vietnam” published by the Ministry of Natural Resources and Environment (MONRE) in 2022, with the resolution refined from 9×9km to 3×3km.
The Report will contribute as a valuable resource for national marine spatial planning, providing reference material for relevant ministries, local authorities, and stakeholders involved in offshore wind energy activities.

The NCHMF expresses our gratitude to the UNDP Vietnam and the Royal Norwegian Embassy in Vietnam for their collaboration and funding of the task, as well as to the collaborators and leading experts and managers affiliated with the UNDP Vietnam, Royal Norwegian Embassy in Vietnam, Ministry of Agriculture and Environment, Ministry of Industry and Trade, Vietnam Electricity, Vietnam National Energy and Industrial Group and 28 coastal provinces/cities during the execution of this project.
