Strengthen Enterprise Readiness for Participation in Viet Nam’s Carbon Market

Viet Nam, April 10, 2026 — The Department of Climate Change under the Ministry of Agriculture and Environment, in collaboration with the United Nations Development Programme (UNDP), is organizing a series of training workshops titled “Enhancing Readiness for Participation in Viet Nam’s Carbon Market.” The training series aims to strengthen the capacity of enterprises and relevant stakeholders to participate effectively in the country’s carbon market.
The trainings will be held in Ho Chi Minh City, Da Nang, and Ha Noi in April 2026, with the participation of 110 enterprises that have been allocated greenhouse gas emission quotas during the 2025–2026 pilot phase.
The training series is being implemented as Viet Nam advances its roadmap for operationalizing the domestic carbon market. Recently issued policy instruments, including Government Decree No. 29/2026/ND-CP on the domestic carbon exchange and Decision No. 263/QD-TTg approving the pilot allocation of greenhouse gas emission quotas, have established the legal foundation for launching the carbon market.
The 110 participating enterprises are those that will directly engage in Viet Nam’s carbon market. Their participation will play a key role in shaping the effectiveness and success of the pilot phase and in achieving national greenhouse gas emission reduction targets.
Within the programme, participating enterprises will be updated on regulations related to greenhouse gas emission reduction and carbon market principles, gain insights into the structure and operational mechanisms of the domestic carbon market, and engage in hands-on practice using the National Registry System. At the same time, the programme supports enhanced readiness for carbon trading activities and compliance obligations, while creating space for enterprises to exchange experiences and identify challenges encountered during implementation.
Speaking at the opening session, Mr. Nguyen Tuan Quang, Deputy Director of the Climate Change Department emphasized that: “The carbon market is not only an obligation, but also an opportunity. Early and proactive participation will enable enterprises to optimize resources, take a forward-looking approach to production planning linked with emission control, drive technological innovation, and build competitive advantages as global greenhouse gas emission constraints become increasingly stringent.”
Ms. Francesca Nardini, Deputy Resident Representative of UNDP in Viet Nam, stated: “UNDP reaffirms its commitment to continue supporting the Government of Viet Nam in developing a transparent and effectively functioning carbon market. UNDP has provided technical assistance to establish the National Registry System for greenhouse gas emission quotas and carbon credits, which plays a critical role in ensuring transaction security, tracking ownership, and managing emission quotas and carbon credits.”
The establishment of a domestic carbon market is a critical step in translating Viet Nam’s climate commitments into concrete action. A well-functioning carbon market will help mobilize climate finance, promote low-emission investments, enhance competitiveness, and support the country’s transition to green, sustainable growth.
The training series also facilitates dialogue among government agencies, enterprises, and market institutions. Participants will have opportunities to share experiences, identify challenges, and propose solutions to ensure the effective implementation of the pilot phase.
The Department of Climate Change and UNDP reaffirm their commitment to continuing close collaboration with government agencies, enterprises, and development partners to support the successful launch and operation of Viet Nam’s domestic carbon market.
