NATIONAL BLUE CARBON ACTION PARTNERSHIP VIET NAM
A national public – private partnership to advance blue carbon action
The National Blue Carbon Action Partnership (NBCAP) Viet Nam is a national multi-stakeholder platform established under the collaboration between the Ministry of Agriculture and Environment (MAE) of Viet Nam and the World Economic Forum (WEF).
With financial support from the British Government through WEF, the NBCAP Secretariat is hosted by the UNDP in Viet Nam in close coordination with the International Cooperation Department (ICD) – MAE.
The Partnership catalyses knowledge, partnerships, finance, and innovation to accelerate the conservation, restoration, and sustainable management of blue carbon ecosystems, including mangroves, seagrasses, and tidal marshes.
Chaired by a Deputy Minister of Agriculture and Environment, the NBCAP Leadership Board convenes senior leaders from UNDP in Viet Nam, the British Embassy to Viet Nam, and WEF, together with government agencies, international organisations, research institutes, and domestic commercial banks. The Board will provide strategic advice to the Minister of Agriculture and Environment on policies, solutions, and strategic directions for NBCAP.
Objectives and key expected outputs
NBCAP is guided by four core pillars:
1) developing a Blue Carbon Baseline to strengthen the scientific basis for policy formulation and the implementation of blue carbon initiatives;
2) formulating a national Blue Carbon Action Roadmap to identify priority areas and inform policy directions to advance the protection and restoration of ocean and coastal ecosystems;
3) designing a Blue Carbon Finance Roadmap to mobilise investment through public–private partnerships, blue financing, and innovative mechanisms; and
4) strengthening multi-stakeholder partnerships to facilitate knowledge exchange and pilot initiatives that link blue carbon conservation and restoration with sustainable coastal livelihoods.
Through these coordinated efforts, NBCAP contributes to Viet Nam's climate commitments, biodiversity goals, and sustainable development priorities.
