A new Methodology Guide on M&E has been prepared to serve as a practical tool for implementing the national monitoring and evaluation system.

The document provides step-by-step methodologies, planning tools, and templates that enable government institutions to integrate M&E into policy design and implementation. The Guide is based on international standards (OECD DAC, UNDP RBM) and tailored to Uzbekistan’s institutional context.

It covers the full cycle — from basic concepts and strategic planning to conducting evaluations and applying Policy Impact Assessment and Regulatory Impact Assessment methods. The final section includes ready-to-use tools: indicator matrices, templates, and standard TORs.

Together with the forthcoming Decree, this Guide provides a solid foundation for establishing an effective, coordinated, and results-oriented M&E system in Uzbekistan — one that strengthens accountability and enhances the quality of public administration.
