Leaflet: Actions of Community-Based Disaster Risk Reduction (DRR) Groups during Natural Disasters

January 12, 2026

The leaflet describes community actions (makhalla-level) for the Pre-Disaster Phase, Warning Phase and Disaster Phase. Special attention is given to the protection of vulnerable population groups, including women, children, older persons, and persons with disabilities, as well as to the coordination of volunteer rescue teams, the establishment of effective warning and alert systems, and the implementation of evacuation measures.

The leaflet highlights the importance of coordinated actions, timely information dissemination, and the overall preparedness of the mahalla in reducing risks and minimizing the impacts of natural disasters.

The material was developed within the framework of the joint UNDP, Ministry of Emergency Situations, and Uzhydromet project “Enhancing Multi-Hazard Early Warning System to Increase the Resilience of Communities in Uzbekistan to Climate Change–Induced Hazards,” with support from the Green Climate Fund.
