Implementing Sustainable Development Goals: Rapid Integrated Assessment of key national policy development planning documents (Uzbekistan)

Uzbekistan has committed to integrate 2030 Agenda and the SDGs into its national development planning framework with an aim of reaching the Goals at home and facilitating international cooperation. To support the government of Uzbekistan towards better mainstreaming and integration of the SDGs into national development planning, UNDP conducted a Rapid Integrated Assessment (RIA) of Uzbekistan’s 22 planning documents over the period of October 2021 – March 2022.

The current assessment focused on reviewing the strategic and planning documents for their SDG alignment in 5 “P” areas (People, Planet, Prosperity, Peace, and Partnership); examining the institutional landscape of the SDGs, the role of various governmental bodies, evaluating the indicators to measure national SDGs in M&E system of strategic development planning; considering the budgeting of development planning documents or their absence.

The analysis of Uzbekistan’s national Agenda 2030 demonstrated that it is mostly “People” and “Prosperity”- oriented. The “Planet” goals are the most under-represented with only 60.9% alignment, followed by “Partnership” (68.4%). These results call for a more balanced approach and putting more emphasis on slightly overlooked areas of “Planet”, “Peace” and “Partnership”.

This initiative is realized within the framework of the UN Joint Programme “Establishment of Integrated National Financing Framework (INFF) for Sustainable Development in Uzbekistan”, led by UNDP alongside the United Nations Children's Emergency Fund (UNICEF), the World Health Organization (WHO) and the UN Office on Drugs and Crime (UNODC). It aims to facilitate the establishment of an INFF to maximize the development impact of ongoing reforms. The Joint Programme is funded by the Joint SDG Fund with contributions from the European Union and governments of Denmark, Germany, Ireland, Luxembourg, Monaco, Netherlands, Norway, Portugal, Spain, Sweden, and Switzerland.
