This report was prepared by the Center for Economic Research and Reforms (CERR) under the Administration of the President of the Republic of Uzbekistan within the framework of the UNDP project “Decarbonizing Cement Industry: Accelerating Policy and Practical Actions for GHG Reduction in Uzbekistan” implemented under UNDP’s Climate Promise initiative.

The study assesses the baseline level of greenhouse gas emissions in the cement industry, analyses the operational and energy performance of cement plants, and identifies key directions for the sector’s further decarbonization.
