Article 6 and Joint Crediting Mechanism Operationalization in Uzbekistan: Strategy and Guiding Principles

October 8, 2026

As Uzbekistan advances its climate ambitions and prepares to participate in international carbon markets, strengthening institutional readiness for Article 6 of the Paris Agreement has become a national priority. This publication provides a comprehensive assessment of the country’s preparedness for carbon market participation, including institutional, regulatory, technical, and capacity-related aspects. It outlines a strategic roadmap for operationalizing Article 6 mechanisms and the Joint Crediting Mechanism (JCM), helping Uzbekistan mobilize climate finance, attract low-carbon investments, and accelerate progress toward its Nationally Determined Contribution (NDC) targets.

The report offers practical recommendations on governance arrangements, carbon market infrastructure, authorization procedures, MRV systems, project pipelines, and capacity development. Drawing on international experience and Uzbekistan’s emerging policy landscape, it highlights the JCM as a strategic pilot instrument for gaining practical experience, testing institutional systems, and generating early carbon finance flows. The publication serves as a guide for policymakers, development partners, and private-sector stakeholders working to establish a transparent, effective, and environmentally sound national carbon market framework.
