From Training to Dialogue: Uzbekistan Forms Comprehensive Approach to Artificial Intelligence Development

On November 13, the fourth session of the Public-Private Dialogue (PPD) on Artificial Intelligence (AI) development in Uzbekistan took place in Tashkent. The event served as a logical conclusion to the two-day training "Unlocking the Potential of Artificial Intelligence in Uzbekistan," conducted with the participation of international experts from the consulting company StratejAI (Brussels).
The PPD is an institutional platform created by the joint project of UNDP and the Ministry of Economy and Finance of the Republic of Uzbekistan in collaboration with the Digital Economy Research Center (DERC). The platform aims to strengthen systematic dialogue between government agencies, business, academia, experts, and international partners.
During the fourth PPD session, the results of analytical and practical work by UNDP and StratejAI were presented, including:
preliminary findings of the Artificial Intelligence Policy for Uzbekistan;
recommendations for creating a regulatory testing ground for AI (AI Sandbox);
international cases of AI implementation in economy and public services;
analysis of opportunities and constraints of the national AI market.
Two-Day Training: Building New Competencies in AI
The training became an important stage in building institutional and expert capacity for using modern AI tools in public administration and the private sector. Specialists from ministries, agencies, research centers, and business structures participated in the training.
Within the framework of the training, participants:
studied global AI development trends and key technological breakthroughs;
familiarized themselves with practical applications of generative AI for creating text, code, and multimedia;
mastered assessment of AI maturity of government institutions using international methodologies;
studied global experience in creating and applying AI sandboxes for safe testing of innovations;
discussed AI implementation risks, ethical aspects, and principles of responsible AI.
Special attention was paid to regulatory reforms necessary for sustainable AI implementation and enhancing Uzbekistan's global competitiveness.
Significance of the Initiative for the Country
Artificial intelligence development is one of the key directions for implementing the "Digital Uzbekistan - 2030" Strategy.
Public-private dialogue in the field of AI contributes to:
increasing digital literacy of civil servants;
forming a unified national position on AI regulation;
supporting innovations and startups;
creating conditions for safe AI implementation in the economy;
expanding international cooperation in technology.
UNDP will continue to support Uzbekistan's efforts in policy development, innovation implementation, and promoting responsible, inclusive use of artificial intelligence for sustainable development and improving people's well-being.
The series of training workshops and Public-Private Dialogue (PPD) are organized within the framework of the joint project of the Ministry of Economy and Finance of the Republic of Uzbekistan and UNDP "Empowering Youth for Digital Economy and Digital Entrepreneurship Development," with financial support from the Russia–UNDP Trust Fund for Development.
