Multi-Stakeholder Dialogue to Advance Energy Efficiency and ESCO Market Development held in Uzbekistan

27 March 2025The Multi-Stakeholder Dialogue on Energy Audits and Energy Service Company (ESCO) Market Development in Uzbekistan was held today in Tashkent, bringing together representatives from government institutions, the private sector, financial institutions, and development partners to accelerate progress in energy efficiency in the building sector. The event was jointly organized by the National Agency for Energy Efficiency of the Republic of Uzbekistan and the United Nations Development Programme (UNDP), with financial support from the Ministry of Finance of the Slovak Republic.

In his opening remarks, the Director of the National Agency for Energy Efficiency, Ziyoviddin Badriddinov, emphasized that this dialogue will be an important step towards developing the energy efficiency ecosystem in the country and attracting investments for the modernization of social buildings.

The Deputy Resident Representative of UNDP in Uzbekistan, Anas Qarman, highlighted the strategic importance of energy efficiency for the country’s development. He noted that buildings account for around 49% of total energy consumption and 22% of CO₂ emissions in Uzbekistan, making them one of the most critical sectors for intervention.

The programme featured presentations on the current state of energy audit certification and ESCO development in Uzbekistan, as well as international experience in promoting energy efficiency investments in public buildings.

The second component of the event was an interactive working session, where participants were divided into stakeholder groups representing government agencies, the private sector, financial institutions, and development partners. Through facilitated discussions, participants identified key regulatory, institutional, and financial barriers limiting market development and proposed practical solutions to address them.

The dialogue also served as a platform to share lessons learned from international experience, including insights from a recent study visit to the Slovak Republic, and to strengthen collaboration among stakeholders.

Importantly, as the first in a series of engagements, the event marked the launch of an ongoing multi-stakeholder dialogue platform to support continuous coordination, joint problem-solving, and sustained stakeholder engagement. UNDP, together with the National Agency for Energy Efficiency, aims to keep this platform active and results-oriented, ensuring that discussions translate into concrete actions, partnerships, and scalable energy efficiency investments in Uzbekistan.

The event was organized within the framework of the project of the National Agency for Energy Efficiency under the Cabinet of Ministers and the UNDP “Energy Audits – Unlocking Energy Efficiency Potential of Public Buildings in Uzbekistan,” implemented under the wider Public and Private Finance for Development (PPFD) initiative, financed by the Ministry of Finance of the Slovak Republic.
