Web accessibility of 100 state authorities’ websites: 2025 study

The web accessibility study helps establish how easy Ukrainian government websites are to access, how the situation with the accessibility of Ukrainian web resources is changing, and which government institutions have made the greatest progress in this direction.

This is the fifth study of the basic accessibility of 100 government online resources. Conducted since 2021 using a specially developed methodology, this monitoring assesses the accessibility of government websites in Ukraine, identifies common issues, and helps resolve them.

The monitoring study was carried out at the end of 2025 by UNDP in Ukraine together with the Digital Accessibility Competence Centre as part of the DIA Support project, implemented with financial support from Sweden.

The report was authored by Dmytro Popov, a digital accessibility specialist at UNDP in Ukraine, and a certified specialist of the International Association of Web Accessibility Specialists.
