The year 2025 witnessed extraordinary resolve from the Ukrainian people. And as the full-scale invasion entered its fourth year, UNDP continued to work side-by-side with national and local partners to transform emergency response into lasting resilience in the country.
Our latest Annual Report, "Resilient Recovery and Inclusive Development," outlines how we are rebuilding systems, restoring opportunity, and strengthening the foundations of a greener, more inclusive future.
2025 at a Glance: Delivering Results Under Fire

In 2025, UNDP delivered a recovery portfolio of over US$200 million, made possible by a diverse community of international partners. Our integrated approach focused on three core pathways: Structural Transformation, Leaving No One Behind, and Building National Resilience.

Key impact highlights include:
• Energy Security: Restored and maintained energy services for over 6.6 million people through the delivery of critical equipment like cogeneration units and autotransformers.
• Mine Action: Released 20.5 million square meters of land from mine suspicion, unblocking vital agriculture and infrastructure projects.
• Infrastructure & Services: Rebuilt 48 social facilities to "Build Back Better" standards, serving approximately 239,000 residents.
• Economic Empowerment: Supported 223,684 individuals in advancing their livelihoods and helped 17,980 MSMEs improve their competitiveness and export readiness.
• Digital Innovation: Launched 23 new e-services to simplify access to state benefits, with public satisfaction reaching 85 percent.
• Veteran Reintegration: Established 22 dedicated veteran spaces across ten oblasts, providing integrated support to thousands of veterans and their families.

The Road Ahead: Recovery and Reform

While the recovery needs remain daunting – estimated at over half a trillion dollars – UNDP remains committed to an EU-aligned recovery. By embedding integrity, anti-corruption, and transparency into every project, we ensure that every investment delivers maximum public value.

As we look toward 2026, our focus remains clear: supporting a capable, open, and responsive state that reaches the most vulnerable first.
