Review of international practice in the reintegration of veterans: Considerations for Ukraine in the war and post-war context

Despite the ongoing war, it is already essential to develop effective approaches to supporting veterans as they return to civilian life. This may pose a considerable challenge, as it will take place amid extensive humanitarian needs and the broader national recovery process. At the same time, veterans can become a powerful driving force for reconstruction, provided their experience and skills are utilised effectively.
To ensure a structured and sustainable approach to reintegration, UNDP, in cooperation with the Ministry of Veterans Affairs of Ukraine, conducted a study that consolidates international experience and best practices in supporting veterans. The findings of this study are presented in this publication.
The study was carried out with the support of the United Nations Development Programme (UNDP) in Ukraine and funded by the European Union within the framework of the UN Recovery and Peacebuilding Programme.
