Mobile communications and internet access in Ukraine: Results of a sociological survey

This report presents the findings of the first nationwide sociological survey on the quality of mobile communication and internet access in Ukraine. It was conducted in 2025 at the request of the Ministry of Digital Transformation of Ukraine. 

The survey investigated how Ukrainians use mobile communications and home Internet services, their level of satisfaction with service quality, and the barriers they face in accessing mobile and internet connectivity, especially among vulnerable groups of people and residents of rural areas. 

The research aims to provide the Ministry of Digital Transformation with an evidence base for shaping state policy in the field of electronic communications, taking into account the needs of different social groups and regional specificities.  

The collected data can serve as a foundation for further analysis and the development of solutions aimed at enhancing digital inclusion. 

The study was conducted by the research company Socioinform Ukrainian Centre for Public Opinion Research, with the support of the United Nations Development Programme (UNDP) in Ukraine, within the framework of the DIA Support Project, which is implemented with financial support from Sweden.
