Summary

The Energy Coordination Group (ECG), led by UNDP, serves as a platform for inter-agency coordination and alignment of energy-related interventions among humanitarian and development partners.

In preparation for winter, the ECG has facilitated efforts to strengthen backup power solutions, support district heating infrastructure and ensure sustainable energy access for affected communities. It has also worked to enhance coordination mechanisms, streamline data management, and improve the efficiency of response planning. The ECG continues to play a central role in aligning interventions with national energy priorities, ensuring a rapid and well-coordinated response to Ukraine’s energy crisis.

Members include:

UNDP, OCHA, UNICEF, UNOPS, IOM, UNHCR, WHO, FAO, WFP, OHCHR, Shelter and WASH Clusters, DRC, ICRC — with engagement from the Government of Ukraine and international partners, as relevant to the thematic scope.

Group goal/s
  • The Energy Coordination Group provides a platform to discuss and harmonize members’ activities:
  • Foster coordination to avoid duplication of assistance
  • Exchange information, best practices and lessons learned
  • Identify and address gaps in emergency response and early recovery measures
  • Ensure improved planning, evidence-based interventions and risk management
Expected results

• Coordinated and aligned support for energy infrastructure repair, recovery, and deployment of decentralized energy solutions.

• Enhanced institutional capacity and preparedness to reduce energy-related vulnerabilities, especially in winter conditions.

• Improved information sharing and uptake of best practices, enabling more effective and evidence-based interventions.
