Call for Proposals: Implementing Organizations for the Mission-Oriented Economy Programme

The United Nations Development Programme (UNDP) Ukraine is inviting non-profit organizations to apply as implementing partners under the Mission-Oriented Economy (MOE) Programme, part of the joint EU and UNDP Mayors for Economic Growth (M4EG) facility.
Background
In August 2025, four Ukrainian cities — Bucha, Khmelnytskyi, Slavutych, and Zhytomyr — joined the Mission-Oriented Economy Programme. The programme helps cities tackle complex socio-economic challenges through achieving clearly defined missions, each backed by a portfolio of interconnected interventions.
Over the past six months, the city teams have worked closely with UNDP to develop their own tailor-made portfolios, shaped by each city’s unique context and aimed at strengthening economic resilience, supporting local businesses, and driving sustainable development.
About this Call
With their portfolios now in place, the four cities are ready to move to implementation. This Call for Proposals invites experienced non-profit organizations to partner with Bucha, Khmelnytskyi, Slavutych, and Zhytomyr in carrying out portfolio activities across both the seed (initial) and growth (scaling) phases.
Beyond delivering concrete results, the programme places strong emphasis on building the capacity of local teams — equipping them with the knowledge, tools, and skills to manage and sustain mission-oriented development long into the future.
