Support to the Digital Transformation of the Judicial System of Turkmenistan
The proposed project in Turkmenistan aims to support the modernization and digital transformation of the judicial system, with a particular focus on strengthening the institutional and technical capacities of the Supreme Court of Turkmenistan. The initiative is designed to enhance the digital readiness of judicial bodies, improve justice processes, and align court proceedings with international standards, including UN human rights recommendations.
As part of the project, a comprehensive assessment of the judicial system’s digital readiness will be conducted, covering institutional, technical, legal, and human resource dimensions. The assessment will also include a gender analysis, as well as an examination of the current state of digital infrastructure, workflows, systems, and transparency mechanisms. This approach will help identify key risks and opportunities for introducing modern digital solutions.
Based on the assessment results, the project will develop a phased, realistic, and financially sound roadmap for the digital transformation of the judicial system. It will include recommendations for infrastructure modernization, process optimization, staff capacity building, and the introduction of innovative tools. A central component of the roadmap will be the technical concept for establishing a Judicial Information System (JIS), designed with an inclusive approach, user-friendliness, sustainability, transparency, and compliance with international standards on data protection and human rights.
The implementation of the project will lay the foundation for further deployment of digital services, improve the efficiency and accessibility of justice, strengthen public trust in the judicial system, and ensure more equitable access to justice for all population groups, including women and vulnerable groups.
