Enhancing the Capacity of the Board of Lawyers in Turkmenistan in Ensuring Human Rights
One of the fundamental human rights guaranteed and enforced by international law and national legislation is the right to legal assistance.
The implementation of the UNDP work plan with the Boards of Lawyers of Ashgabat and velayats will be based on the Sustainable Development Goals, the UN Sustainable Development Cooperation Framework (SDF) for 2021–2025, the Country Program of Cooperation between Turkmenistan and UNDP for 2021–2025, and also the Constitution of Turkmenistan, the Law of Turkmenistan “On the Boards of Lawyers and Legal Activities in Turkmenistan”, the provisions of the National Action Plan for Human Rights in Turkmenistan for 2021-2025 and the Concept for the Development of the Digital Economy in Turkmenistan in 2019-2025. The Work Plan will be financed by UNDP using donor funds.
The goal of the Work Plan is to increase the capacity of Boards of Lawyers in the provision of legal assistance in accordance with international standards related to their activities: Basic Principles Concerning the Role of Lawyers (Havana, 1990); Standards of independence of the legal community (New York, 1999, etc.).
